The former prime minister has not been attending Parliament due to his frail health.
Manmohan Singh was seen sitting for a long time in his wheelchair in the back of Rajya Sabha aisle as the bill was debated.
The former PM later voted against the bill. The bill was passed by a division of 131 vs 102 while those from the Opposition did not seek division on their amendments during the voting.
Thanking the 90-year-old Congress leader, Aam Aadmi Party MP Raghav Chadha wrote on social media, “Today, in the Rajya Sabha, Dr. Manmohan Singh stood as a beacon of integrity and came especially to vote against the black ordinance. His unwavering commitment to democracy and the constitution is a profound inspiration. My heartfelt gratitude goes out to him for his invaluable support. Thank you, sir.”
In preparation for the forthcoming Rajya Sabha session on Monday, the Congress party has issued a three-line whip to its Members of Parliament, emphasizing their presence. In an official notification dated August 4, publicly disclosed on Sunday, the Congress party stated, “The Rajya Sabha will address crucial matters for discussion on Monday, August 7, 2023.”
