There’s an important UPI deadline this December. The National Payments Corporation of India (NPCI) earlier last month issued a circularto payment apps and banks asking them to deactivate UPI IDs and numbers that have been inactive for over a year. According to the NPCI circular, dated November 7, 2023, the instructions aim to prevent unintended money transfers to recipients if customers change their mobile numbers without disassociating their old numbers from the banking system.The UPI apps include Google Pay, Paytm and PhonePe. These three are the biggest UPI payment apps in the country by market size.
As per Telecom Regulatory Authority of India (TRAI) directive, telecom companies can issue deactivated mobile numbers to a new subscriber after a period of 90 days. In some cases, this may lead to inadvertent transfers as the user may not have got the mobile number associated with the phone number changed. “It has been observed that customers sometimes change to new mobile numbers without dissociating their previous numbers from the banking system,” says the guidelines. These new guidelines require Third Party App Providers (TPAP) and Payment Service Providers (PSP) to take action by December 31, 2023.
The NPCI circular stresses upon the importance of UPI users regularly reviewing and verifying their information within the banking system to ensure this.
What UPI users need to do
UPI users of any app — Google Pay, PhonePe, Paytm or any other app — need to ensure that their ID has not been left unused for more than a year. Also, check all phone numbers related to their UPI IDs, and ensure that none of those have been inactive for over three months.
What the NPCI circular says:
* TPAPs and PSP banks must identify UPI IDs and associated UPI numbers and phone numbers of customers who have not conducted any financial or non-financial transactions for a year through UPI apps.
* The UPI IDs and UPI numbers of such customers will be disabled for inward credit transactions, and the same phone numbers will be deregistered from the UPI mapper.
* Customers with blocked UPI IDs and phone numbers for inward credit transactions must re-register in their UPI apps for UPI mapper linkage. They can continue making payments and non-financial transactions using their UPI PIN as required.
